Is Colchester Council trying to make the town a no go area for the disabled on Sundays?

I took my disabled wife into town but, unable to find a space in a disabled bay, I dropped her off at the Slug and Lettuce restaurant at the bottom of the High Street.

I then took the car to Priory Street car park and paid 50p to park. I then walked back to the restaurant.

After we finished, I walked back to the car park to get the car and drove round to the disabled bay at the end of the High Street at 3.30pm and put my disabled sticker on the dashboard, but in the rush to collect my wife I forgot to change the time on the clock. When I looked out of the window two minutes later, there was not just one but two traffic officers round my car.

I left my wife and walked across the road and asked if there was a problem. They pointed to the time clock and said I had stayed more than the three hours allowed. I pointed out to them I had only got there at 3.30pm. They then handed me a £50 ticket.

As you may know, parking in the High Street is free, but it seems not for the disabled bays or the disabled.
