While not in any way condoning those who shoot at and injure cats with pellet or BB guns, it is sometimes understandable.
If you are one of the many who encourages birds into your garden by putting out food and nest boxes, it is extremely annoying to have other people’s cats coming in to try to catch them, to say nothing of using your garden as a toilet.
Usually, of course, it’s a matter of going out to chase them away. But if it becomes a continual thing, some may take matters a bit further .
After all, if dogs came into gardens in the same way, there would be all sorts of penalties for the owner, so why not for cats?
The usual answer is, “Oh, but it’s their nature”, but so is it a dog’s nature to chase and bite things and leave droppings as the mood takes it.
