I don’t think Southend qualifies yet to be promoted to city status and should take its place in the queue.

It seems logical that Chelmsford, as the county council capital of Essex, should rank as first to be made a city, regardless of population size.

The capital of any county is where the county council is based and from where it administers the county.

Second should be Colchester, as one of the oldest towns in Britain.

Thirdly, Southend, which is a brash upstart town, should fight it out with Grays or Basildon.
