The planned 2.7 per cent increase of Colchester's share of council tax has been approved by the borough's full council.
At a meeting last night, 31 councillors voted for the proposed budget for 2006/07 and 24 against.
The rise will see an average Band D homeowner pay £156.21 a year, which is an increase of £4.11 from £152.10 for the borough portion of their tax.
John Jowers, leader of the Conservative adminstration, said: "This year's budget is the tightest I have ever seen but helps those that need it the most."
He said the increase could have gone up by as much as five per cent before it would have been capped by the Government but "that is not right as it would have more than doubled".
