A GOVERNMENT inspector will make the final decision over a housing development which has been the subject of fierce controversy for the last five years.

Southend Council gave outline approval for plans to build new homes on the site of the former college playing fields in Lifstan Way as part of a complex deal to gain funding for South East Essex College's building in Luker Road.

Outline approval was originally granted to developers Martin Dawn, run by Southend United's co-owner Ron Martin.

Later, the site passed to Bovis Homes which submitted the latest application looking for final approval.

However, the council's development control committee was unhappy about the layout and the design of the homes and rejected it.

Now, Bovis has gone to an appeal which will be decided by written submissions from the council, developers and other interested people.
