RESIDENTS who refuse to recycle could be fined under tough new measures being considered by council bosses.

Fixed penalty fines for chucking out recyclables with household rubbish are among a raft of proposals being put forward, after it emerged Basildon was one of the biggest rubbish producers in Essex.

Basildon Council has earmarked £75,000 for a widespread consultation with residents over the future of waste collection in the district.
