A carnival week fair could return to Castle Park in Colchester next year if councillors agree to new proposals.
An annual fair was held until 1995 as a fundraising event for the Colchester Community Fund, but operator John Nichols was refused permission in 1996 because of complaints.
Now his brother Robert wants to bring in a smaller event - four major rides instead of seven - and has given assurances about traffic control, vehicles in the park, noise levels and hours of operation.
Council officers are recommending the arts and leisure committee should approve the plan at their meeting on Tuesday.
