An investigation into the Hamelin House respite home in Billericay has shown no evidence of abuse.
Meetings with parents are thought to have indicated that administrative errors may have given the impression of abuse or neglect.
Parents have been nervously following developments since social services, the inspection unit and the Police Child Protection Unit moved into the respite home in Stock Road last week.
Sue Prentice, Essex County Council manager for children with disabilities, said: "A letter will be going out to parents explaining our conclusions and if any parents continue to have concerns they should get in contact with social services.
"The areas highlighted in the investigation concern procedural matters - there is no evidence of abuse or neglect of the children."
