Employers in Colchester are being urged to reduce the volume of cars on the road.
Seven major employers, including Royal London, Essex University and Colchester Institute, are meeting Colchester Council to try to draw up a a green travel plan.
The director of enviromental services Michael Crouch said: "All these seven employers are very keen in principle. We are going to put a business proposition to them and are looking at employing a joint co-ordinator."
But he said it was early days in developing the scheme.
