Mrs Hill, 37, will take on her new job after working as deputy chief executive of North Hertfordshire District Council. Cabinet members warmly welcomed her appointment.
Mr Frame said: "I can report the new chief executive to Colchester Council has been appointed. The person in question has accepted the position this morning.
"This has happened as a result of the interviews and the appointment process we went through on Thursday and Friday.
"I'm sure we all look forward to welcoming her to Colchester Council."
Labour group leader Tim Young added: "I'm sure Mrs Hill will be an inspiration when she arrives."
Deputy mayor Nigel Chapman said: "I am looking forward very much to working with Mrs Hill. Hopefully she will be here before too long."
