Chelmsford councillors are being recommended to give the go-ahead for a five storey office building with surface and basement car parking at the junction of Parkway and New London Road, Chelmsford.
The borough council's planning committee is being told next Monday that the building design, with a floor space of 6247 square metres, would be based around a central six storey drum at the apex of the two roads, with five storey wings extending to adjoining properties.
The watchdog Chelmsford Society criticised the building as "massive" and out of scale with nearby buildings, saying it would be overbearingly dominant.
But council officers consider the scale is appropriate for the site and are recommending that approval should be granted subject to a number of conditions and a legal agreement.
