The Witham and Braintree Citizens Advice Bureaux could merge.
Cllr Robert Evans (Lab, North) told a Witham Town Council meeting that the two organisations had been in talks with each other and were considering teaming up.
The Witham CAB's annual grant application was received by councillors, but they felt they could not make a decision on whether to give the cash until the merger had been discussed in more detail.
Mr Evans said: "We should support the Citizens Advice Bureau as much as we can but I'm not going to make a decision on this proposal now."
