Westcliff bowed out of this national competition in a clash that could have gone either way.
Bromley led just 15-10 at one stage, but two breakaway tries in the last 20 minutes boosted a Kent side under severe pressure.
Westcliff director of rugby Don Faulkner confirmed: "I thought the result flattered them -- 20 or 25-10 would have been a fairer reflection, although we were beaten by the better side.
"I was particularly pleased with the way our forwards played and generally our defence was good. "But we did not get the ball out to our wingers enough times."
Edmund Murinyu had grabbed one of Westcliff's tries in the match, with Geoff Barr scoring the other.
Westcliff made £800 from the cup run and now switch their attention to Eastern Counties Two South again.
