The revised draft master plan for the development of Colchester Garrison will be published as "soon as possible" in January 2002.
On Monday night, members of Colchester Council's cabinet agreed to the publication of the revised draft master plan in the New Year, laying it open to a new round of public consultation.
The original plan was studied section by section by members of the Garrison Redevelopment Panel and 17 changes to the text of the proposals were agreed.
Plans for the site include a campus-style garrison built on 160 of the 300 hectares currently occupied by the Army.
The remaining land would be sold off for 2,600 homes, employment, retail and leisure uses.
Cabinet members heard the garrison application should have come before the council's planning committee last week but was now expected to be considered some time in the middle of January.
