Furious Tony Richardson told how the measures along Leigh Beck, Canvey, had even left a bus stop on a double traffic island at the Park Lane junction.
Tony, 48, of the Point, Canvey, said: "I almost witnessed another accident there yesterday with the bus stop on a double roundabout in a 20mph zone.
"It is one of the quietest sections of road on Canvey. I have no knowledge of any accidents ever happening there.
"I can live with the roundabout further along the road at the Admiral Jellicoe pub, and I can understand the pelican crossing outside the school.
"The 20 mph speed limit outside the school should have been just from 8am till 5pm, but what I am really annoyed about is having to wait for oncoming traffic."
Chairman of highways Brian Weller (Lab, Canvey Winter Gardens) said: "We put those measure in to make drivers drive more safely in the area of the school, because it is situated on a very busy road.
"We will be monitoring the traffic to see if there is a problem."
