Residents across Tendring face a rise in council tax bills of about 9.5 per cent.
That's the increase Tendring Council has agreed on its share of the demand, with Essex County Council, the fire authority and town and parish figures to be added on.
Terry Allen (Con, Frinton), executive leader, said it had been a tough job to set the budget this year and warned it could be even tougher next time around.
Mr Allen said it had been possible to set aside £1m - most of which will be used to provide closed-circuit television cameras throughout Tendring.
