More than 100 Essex Chambers of Commerce members took part in a recent e-mail survey.
The preliminary report received from Cranfield Business School shows most businesses believe finding customers and recruiting key staff are the main difficulties.
Dealing with red tape was also highlighted as another major problem, particularly for small businesses.
The survey will be published in full later this year.
