A final decision on plans to build homes on a former woodyard in Fairfax Drive, Westcliff, will be made by Southend Council at its full meeting today.
The proposals by Higgins Homes for houses and flats on the site, including ten affordable units, have been the subject of fierce controversy.
This is the second time the plans have been approved by the development control committee but referred for a decision to the full council.
The revised proposals are expected to receive the final go-ahead as there are no grounds on planning matters for rejection. The Residents of Westborough protest group wanted to see more community use of the site, including a new school for the area.
A report to the council by technical services director David Watts said the latest scheme would improve local amenities, contribute affordable homes and provide open space, to the community's benefit.
