Councillors have been flooded with complaints from residents who are angry at the amount of mud and stones strewn across the Thorney Bay Road, Canvey.
They say the mess originates from lorries travelling to and from the Thorney Bay housing development, depositing large amounts of mud and debris on the road.
Council officials have said they will take the developers to court if they do not tidy up their act.
Eileen Gough, of Hawkesbury Road, Canvey, said: "There are mud and stones everywhere and you could see it was falling off the trucks. I was only travelling at 20mph when a stone flew up and hit my windscreen.
"It caused a crack which spread so I had to replace the windscreen. My insurance covered it but I had to pay £50 excess."
Mrs Gough contacted Wilcon Homes, the site developer, and asked it to pay the £50 repair cost but the company refused.
Councillor Ray Howard (Con, Canvey West) has requested an urgent meeting between the council and Wilcon Homes to try and solve the problem.
Wilcon Homes was unavailable for comment.
