A public meeting is to be called after problems with nuisance youths in Black Notley reached a peak when they threw dog mess around a street.
John Ray Garden resident Norman Reid said the bin in his road had been emptied and bags of dog mess thrown around.
Mr Reid, 71, said it was happening regularly and was the latest in a line of problems in the village caused by 14 to 18 year-olds.
Broken bottles had been found at the Black Notley Community Club this week, where a youth club was once held offering table tennis, pool and music.
But it closed down last year because of vandalism.
Mr Reid said: "They don't seem to known what they want to do."
A spokesman for Braintree police said if a meeting was held a representative would probably attend.
But he said the police were aware of the problems in Black Notley and action had already been taken.
