Friends and colleagues have paid tribute to Castle Point's much-loved first mayor, who died at the weekend.
Vera Elworthy, who served for more than 30 years, had been in Southend Hospital since September following a second stroke.
Bob Spink, MP for Castle Point, said: "Vera was a wonderful woman.
"She was a dignified and elegant lady with great charm and elegance."
