A fresh bid to revamp Westcliff's Cliffs Pavilion as a top regional theatre and cultural venue for Essex could soon be launched.
Southend Council is looking at ways in which cash for the multi-million pound scheme could be mustered.
The plan, which would mean improved facilities at the venue, was turned down by the Arts Council after having been originally granted funding for a major feasibility study.
The council has £227,000 from the grant and director of leisure services, John Dallaway, said talks were taking place with the Arts Council over the proposal.
He said: "We have been working on merging the managements of the Cliffs Pavilion and the Palace Theatre.
"However, achieving stage two of the Cliffs Pavilion work is crucial to its long- term future as a major venue.
"In the Thames Gateway we are identified as the cultural hub of the area and it is vital the Cliffs Pavilion plays a major role."
