A developer will plough thousands of pounds into Southend town centre if plans to develop South East Essex College's buildings are approved.

Projects to streamline traffic and improve transport and public safety are being spearheaded by Hollybrook, which wants to convert college buildings in Carnarvon Road and London Road into new flats.

The buildings will become redundant when a £53million new building in Luker Road, off the High Street, is completed in September next year.

As part of the Carnarvon Road package, the company is prepared to provide 20 per cent affordable housing, £10,000 towards a controlled parking zone, £80,000 for bus information systems, a cycle path extension and other highway works, £23,000 towards CCTV provision and a public open space contribution and maintenance.

At London Road, it is offering 20 per cent affordable homes, £10,000 for a controlled parking zone, £50,000 for bus information systems, a cyclepath extension and other transport works, and £23,000 towards CCTV.

Southend Council's development control committee will on Wednesday be recommended to approve the Hollybrook proposals.
