The speed at which Tendring Council is dealing with planning applications has improved - but it will have to do even better in the future.
The council was placed under special measures last autumn and set targets to achieve by the Government.
Planning portfolio holder Peter Patrick said those had now been exceeded.
However, new targets being brought in for all councils for 2006 mean those efforts will need to be stepped up.
Mr Patrick said latest statistics show Tendring is comparing well with national figures. "That is despite having to use agency staff for much of the year with higher levels of applications than many other councils."
