Drivers and pedestrians have expressed their concerns about why parts of North Hill, Colchester, were dug up just hours after the new road surface was laid.
But Geoff Harris, Colchester Council's engineering and projects manager, said the sequence was quite normal and did not cost more.
"It is quite normal to lay the surfaces first and then cut for the new kerbs. It would be more difficult to try to work round obstructions.
"Doing it this way was not a mistake, it was planned."
