Flats for elderly residents could be built in Benfleet if Castle Point's councillors give the scheme a green light.
An application has been lodged with Castle Point Council for a three-storey building with 27 sheltered accommodation flats in High Road near the junction of Brook Road.
Under the plans the block of flats would be set back from the road and contain ten one-bed homes, 17 two-bed homes, an office, a residents' lounge and kitchen.
There will also be 17 on-site parking spaces, three more spaces on the access road for general use and two areas to store rubbish.
Ian Burchill, Castle Point's director of planning, has recommended approving the application on two conditions:
A warden provides 24-hour cover
At least one occupant in every flat must be aged more than 60.
Other conditions include the developers contributing £15,000 towards affordable housing in the borough and installing CCTV cameras at the property.
