Michael Bates, 58, stuck his new permit to his windscreen just days before, but it came unstuck, fell on the floor of the car and he got a ticket.
He believes the new-style permits issued by the council are too flimsy and not sticky enough.
Mr Bates, of Alexandra Road, Colchester, said: "The council said it is my responsibility to make sure it is stuck on properly all the time, but that means going out to check every half-hour, which is ridiculous."
Geoff Harris, engineering and projects manager for Colchester Council, said: "The ticket is for parking in a permit space without displaying a permit and it is made quite clear to all permit holders that if they don't display their permit, they are committing an offence and will get a ticket."
