Councillors are set to begin early discussions of plans to transform a south Essex town centre.
Rochford District Council's planning committee will be examining preliminary proposals for a new complex, including a supermarket, a library, shops and more than 100 flats on vacant land in the market town.
The proposals are seen as vital to the regeneration of Rochford town centre, which has suffered a loss of trade since the closure of most of Rochford Hospital and the Lesney Matchbox toy factory, two large local employers.
Hallmark Developments, based in Chelmsford, is putting forward the scheme, which will use land between West Street and North Street, including a derelict former old people's home known as the Bungalow.
A report to the committee by head of planning Shaun Scrutton says the plans have been put before members for key issues to be identified before being finally considered, with a recommendation from officers, at a later date.
