The long-running saga over finding a travellers site could move a step closer to being resolved next month.
Talks over where to build a permanent site in Colchester are being held at a special meeting.
Councillors were forced to rethink proposals after a controversial shortlist of sites sparked anger among people living nearby.
Colchester Council has been bombarded with hundreds of letters from anxious residents.
The council and consultants CDN have now drawn up new guidelines to help them decide on a suitable location.
Regeneration spokesman Dave Roberts said: "While looking again at the criteria we and CDN have taken into account all of the thoughts and opinions expressed in the broad consultation exercise."
They will be looked at by a special cabinet meeting on December 16. It will be open to the public so they can have their say.
