Shrimpers supremo Ron Martin is still being frustrated in his attempts to discuss terms with managerial target Ian Atkins.
Martin is keen to bring the current Oxford United chief to Blues, but has so far been denied permission to talk with the 46-year-old.
"The situation hasn't changed," confirmed Martin.
"We're still trying to talk to Mr Atkins and the board at Oxford won't let us."
But despite the latest snub from the Kassam Stadium side, Martin vowed he was still determined to bring the Birmingham-born boss to Roots Hall.
"He's the one we want," he said.
"We've identified him as our number one target and we haven't set ourselves any time limits to get him.
"That's been helped by Steve Tilson doing such a good job looking after things with Paul Brush assisting him."
But Martin confirmed Tilson would not be in charge until the end of the season, when Atkins' contract with Oxford expires.
