Council leader Andy Smith announced the news last night at a meeting of Thurrock Council.
The new scheme - called Travel Thurrock - will come into force on February 16 next year and application forms will soon be available so that those who qualify can claim their passes.
Mr Smith said: "We have been working very hard for this. It's great news for older people, it's great for the disabled and its great for the bus companies. It will improve the lives of residents in the greatest need.
"No other council in Essex or in the Eastern region is offering free travel for the over-60s. It will mean that, as long as they start or terminate their journey in Thurrock, older people can have bus travel anywhere free.
"They can now reach Basildon Hospital or travel as far as Chelmsford at no cost.
"As a council we have listened and now we have acted. This is something Thurrock can be proud of."
