South Woodham tax payers will pay an extra £1.58 to the town council through their council tax bills during 2004-5.
The four per cent increase on last year's precept will be used to cover £137,000 worth of contributions to the swimming pool, improved lighting on Hullbridge Road, arts development and the town centre Christmas lights, among other costs.
The £1.58 increase is representative for a band D property.
Town Council chairman Cllr Ian Roberts said: "I am very pleased that the town council, while keeping its precept increase to only £1.58 for a band D property, is able to provide quality services and deliver much needed improvements in community, leisure and environmental infrastructure for the benefit of all residents.
"Thanks must go to all staff and councillor colleagues who by their dedication have made this all possible."
