Southend Airport chief Roger Campbell said he was upbeat about the airport's long-term future just hours before a crucial council debate.
The airport has been thrown into doubt after councillors hit out at a safety plan airport bosses wanted to introduce.
Now the future of the airport will be decided at a full council meeting tomorrow when a final decision on the new measures will be considered.
Both the development control and economic scrutiny committees decided all members of the council should have their say on the issue.
