Parliamentary history has been made by Colchester's MP Bob Russell when he turned up too late to ask his own question.

Mr Russell usually allows a minimum of 30 minutes extra to get to Parliament.

But on Monday his train journey from Colchester into the city took twice as long as normal.

It meant he arrived too late to ask his question over a more flexible approach to funding for garrison schools.

Mr Russell was allowed to ask his question on the back of another MP's question.
