The 19-year-old man was arrested by Essex Police's child protection unit during a raid on a flat in Caulfield Road, Shoebury, at 8am yesterday.
They were investigating the death of David Evans, who was taken to Southend Hospital on March 12, but later died.
A post-mortem examination has been carried out, but the results are being withheld while detectives continue their inquiries. It is understood the 19-year-old arrested is not the natural father of David.
He is believed to be the partner of David's mother, Kristina, who lived at the Caulfield Road flat.
David would have been 13 months old last Tuesday.
This morning the suspect was in custody at Rayleigh police station.
