Police made two arrests during a morning of stop checks near Chelmsford as part of a campaign to crack down on fly tipping.
Officers from the Chelmsford community policing team were at a lay-by near Chatham Green recently with the Environment Agency, the Inland Revenue and the borough council.
During the morning a lorry was stopped and following checks officers found the JCB it was carrying had been reported stolen in Devon.
The two men in the lorry were arrested and have been bailed pending enquiries until June 24.
Sgt Ian Cummings said: "It was like trawling for fish and we had lots of different bits and pieces. It certainly shows what we can do with high visibility stop checks. It is not about going out and persecuting the driver but quite clearly people involved in crime travel on the roads."
