Angry residents could take to the streets to protest against delays in a flagship regeneration project.
People living in Colchester's Hythe district are frustrated with the lack of progress of a multi-million pound facelift designed to breathe new life into the area.
Proposals include a maritime centre and barrage to keep the River Colne at high-tide levels.
But residents said they will take action if the project grinds to a halt.
"The bottom line is residents aren't seeing what they were promised," said Rod Green, of the Hythe Residents' Association.
About 50 people packed a public meeting last night to hear an update on the scheme but Colchester Council's regeneration officer was forced to cancel at the last minute.
Questions were fielded by ward councillors instead.
