Residents and councillors were left stunned after plans for a block of retirement flats were given approval.

The development of 24 two-bedroomed flats in Stock Road, Billericay, had been expected to be rejected by Basildon Council's development control committee.

However, in front of Tory ward councillors Philip Turner, Stephen Horgan and Stuart Sullivan - all of whom spoke against the proposals - and residents, the committee agreed the development by four votes to three.

The three-storey block will now be built on land next to Mayflower School, complete with underground basement parking spaces for 21 cars, with a further three places at the front of the development.

The development will be warden-controlled during the day and will also feature a kitchen, lounge, visitors' quarters and library for residents

Resident Michael Nairne said: "This is overbearing and over-development. We are very disappointed by this. I am sure a lot of local people will be looking to move now."

Officers had recommended members approve the development - advice that was backed by councillors Phil Rackley (Lab, Pitsea North West), Keith Bobbin (Lab, Pitsea North West), Stuart Allen (Con, Crouch) and Joe White (Lib Dem, Nethermayne).
