A school battling to come off the Government's "failing" list wants new sports facilities, which could be opened to the public.
Thorpe Bay School, in Southchurch Boulevard, is seeking permission for an all-weather sports pitch with floodlights as well as extensions for extra classrooms, sports and dining facilities.
Southend Council's development control committee will be recommended on Wednesday to agree to the proposals, although there have been five letters of objection from neighbours.
Technical services director David Watts said the school felt the project would provide a focus for improvement.
The classroom block had been deliberately located away from the main building. It would provide a separate Year 7 teaching environment, in the hope of easing pupils' transition to a large secondary school.
