A resident was so disgruntled when his rubbish was not collected that he threatened to dump it on the town hall steps.
David Bartholmew, of West Bergholt, Colchester, said he had left rubbish for its regular collection on Friday but it was not collected until Wednesday.
He had got so disgruntled by Tuesday that he had threatened to drive from his Bourne Road home to Colchester town hall to leave it on the steps.
He said he had carried his rubbish back into his garage every night to avoid the bags being ripped apart by animals and strewn about.
"There are maggots in it. It's unhealthy and absolutely disgusting."
He said he felt sorry for the council refuse workers having to deal with the waste.
Mr Bartholmew added: "I have been at the end of my tether with it."
Paul English, waste services team leader at Colchester council, said: "We are aware that there have been issues in a small number of areas where there is tighter access for our vehicles. Alternative arrangements are now in place to deal with this."
