A council has apologised for not giving residents in Braintree enough notice of when resurfacing work would be done.
The work was finished at the weekend on the Acorn Avenue estate as part of a rolling programme of maintenance, but residents were not told when they would be coming to do the work.
Rob Green, of Hazel Grove, who lives on the estate off London Road, said: "No prior warning was given, so those leaving by car in the morning returned to soft tar and bitumen later.
"The newly-laid surface was then scuffed and imprinted with tyre tread from a large lorry fulfilling a previously arranged order and those of other vehicles."
Mr Green said residents were not given sufficient notice about when the work was to take place so they could make other arrangements regarding access and deliveries.
A spokeswoman for Essex County Council said: "Unfortunately, we did not give sufficient notice I'm afraid, and we would like to apologise.
"We are taking this up with our contractor for future reference."
