Nightmare neighbours will soon have nowhere to hide in Castle Point following the creation of a "nuisance register".
The borough's anti-social behaviour officer Jack Lawmon is in the process of setting up the scheme, designed to weed out troublemakers and protect housing staff.
It is proposed the register would be available to all housing bodies - including registered social landlords and the council's own housing department.
Mr Lawmon said: "It's a safety tool and one which we hope will be in place sooner rather than later."
Ian Kennedy, Castle Point's Community Safety Officer, added: "This is a deterrent tool as much as enforcement aid.
"People are going to think twice about causing a problem if they know it is going to follow them."
