The marked Volvo patrol car had parked in a "fend-off position" at the scene of an earlier crash on the Spring Lane sliproad off the A12 at Colchester.
The driver of the red Renault was taken to Colchester General Hospital with head and arm injuries which were not thought to be serious.
Police were waiting for him to be released from hospital so they could question him about the crash.
No-one was in the police car, which had its lights flashing, but it caught fire and firefighters were called to the scene to deal with it.
