Parish councillors are preparing their response to a planning application to enlarge Abberton Reservoir.
Mark Jones, chairman of Layer de la Haye Parish Council, asked councillors to consider a draft proposal he had written before their next meeting.
Mr Jones said one of the concerns aired by residents at an earlier public meeting was about traffic movements around the site.
Borough councillor Kevin Bentley (Cons, Birch and Winstree) said he and fellow councillor Peter Crowe would be speaking on behalf of residents when the application came before the Colchester Council planning committee.
