A report is being drawn up to consider whether Tendring Council should set up a committee to look at youth matters.
The idea is a key objective in the Fair Play For Our Young in Tendring campaign being supported by the Conservative group on Tendring Council.
The authority could become the first district or borough council in the county to have a committee looking specifically at issues affecting under-19s.
Matthew Patten, the Conservatives' spokesman for leisure, welcomed the decision to commission a full report.
It is hoped the group will bring together youth matters from all areas of the council - such as leisure and regeneration.
Tending Council's cabinet has asked council officers to produce a report on the idea.
