COUNCILS are not making as much money as they want from parking fines because people do not want to be a traffic warden, a report claims.

A report by the North Essex Parking Partnership, which covers towns including Colchester, revealed the number of penalty charge notices was falling because the partnership is struggling to recruit civil enforcement officers.

It also confirmed traffic wardens will soon wear body cameras and will be given extra powers to fine people for littering and cycling on footpaths on top of their usual duties.

Eight have passed courses enabling them to give out more fines for more things and another eight are due to be trained.
