COLCHESTER Council could lose out on millions of pounds under proposals for housing outlined by Prime Minister David Cameron.

Mr Cameron was in Colchester to launch the Conservatives' manifesto on housing.

He said developers would be able to offer starter homes to first time buyers under 40 at a 20 per cent discount because they will be free of red tape - including not being required to give so-called Section 106 money to the council.

The money is paid by developers to councils after being given planning permission and amounts to at least £45,000 per house on brownfield sites.

It has to be used for facilities such as parks, community projects, roads and doctors' surgeries.

Paul Smith, Colchester Council's Lib Dem portfolio holder for business and resources, said: "The money is an important contribution towards the infrastructure.

"If we are not having that money for new facilities, it will mean all the more pressure on existing services."
