A detailed risk assessment needs to be carried out at all pedestrian crossings at railway stations, a report into the death of two Essex schoolgirls has concluded.
The report was undertaken following the deaths of Charlotte Thompson, 13, formerly of Thaxted, and Olivia Bazlinton, 14, as they crossed the railway line at Elsenham and were struck by a train.
Father, Chris Bazlinton, 58, said the report proved what was already suspected - that Network Rail and its predecessors ignored the evidence that the crossing was unsafe.
"If they had taken action, Liv and Charlie would be alive today," he said.
