PLANS to transform Colchester’s imposing Jumbo water tower would cause “substantial harm” to the building’s historical significance, English Heritage has claimed.

The quango has told Colchester Council it should only approve a planning application which would fill in Jumbo’s legs with glass if it is “the only practical means of securing the tower’s future”.

Owner George Braithwaite wants to divide Jumbo into 11 levels for offices, flats, a restaurant, cafe and a museum.

Visitors could access an observatory at the top, while the water tank would be transformed into a museum.
