About £20,000 will be spent on CCTV and lighting for an area where young people hang out, if planning permission is granted.
Councillors believe it will protect the young people who spend time at the youth shelter in Monkwick Open Space, School Road, Colchester.
They hope it will also protect the neighbouring residents from antisocial behaviour.
The playground area includes a basketball court, climbing wall, scrambling net and a small seating area.
